From My Dairy

Between yesterday and today nothing much has happened on the political scene. The very fact that the distinguished PM went in the parliament with a victory sign, very unusual act for seclusive person like him, was enough of an indication that he had the requisite numbers on his side. How he and his disaster management team managed it would be hot topic for discussions in the coming days. Yesterday I hinted on a change in our system, if we want to avoid such recurrences. I have a few recommendations as under: We need to change our Constitution to :
  • allow only 2 or 3 party system.
  • In case of a hung parliament ruling the government should be formed from the two largest parties. Leader of the largest party should be nominated the PM. In such a case, the leader of the second party would be the Dy. PM. The number of ministers of cabinet rank and state rank should be in proportion to the number of MPs of each party.
  • The number of minsters and state ministers should be fixed to say 10 % of total number of MPs. in the parliament.
  • The recognised parties should not be allowed to field any candidates who do not have a clean record. The election commssion should be empowered to disquailfy any nomination on such or similar grounds.
  • No Elected member should be allowed to switch over a party during the tenure.
  • Defeat of a bill should only affect the concerned bill. The government should not be pulled down. Unless it is a defeat of No trust Motion against the government. I do not know if such a distinction is possible to be incorporated in the consitution. Legal Experts should come out with possible solution on similar lines. Effectively the goverment tenure should not be changed as per whims and fancies of the politians. It should be 5 years or 6 years and that is it. Period.
  • Maximum of 3 days should be given to the government for proving the majority, in such cases. And even if the government fails to proove its' majority, no fresh election should be allowed. In such cases the President's rule should be enforced. The president should then constitute a counsil of ministers to advise him for day to day functioning. They should be from all the 2 or 3 parties.
  • Each party should submitt a list of their 200 candidates or so, before each election. The List should have names in descending order of preference. The elections should be fought on idelogies and their programmes for the tenure. Then based on the numer of seats won by the party, the first that many members should go to the parliament. The remaining can be considered for rajya sabha nominations. In fact this was a suggestion once given by Arun Shorie.
  • A commssion ( autonomus body ) like the Election Commssion should be fromed . It should comprise of 3 memebers each from Science & Technology, Industry, Armed Forces, Judiciary & Leagal , senior Citizens etc., to address to bills , having far reaching impact on the country's sovernity, defence, religion, etc. tabled for clearance in the parliament. For example the nuclear deal, Reservations in politics, education, purcahse of equipment for teh armed forces etc etc. The scope and powers of the commssion could be defined . It could be reviewed and revised every 5 to 6 years. The members should be nominated like Rajya Sabha Members for a tenure of 5 to 6 years on rotation basis.

But the million dollar question is how to bring about these sweeping changes in the constitution. Who has the will power ? Who has the vision to save our country from the present rotten state ?
